The EASHED was found as a Department of Higher Education in 1979 by the late Professor William Senteza-Kajubi. The Main responsibility was to build capacity for both serving and prospective university lecturers. In 1985, it was renamed Department of Adult and Higher education until 1988 when it reverted to the original name. In 2006, it become the East African Institute of Higher Education Studies and Development (EAIHESD) before evolving into the EASHESD in 2011 as Makerere University become collegiate
The mandate of EASHESD is:
"To enhance the human resource, research and institutional capacity building; and support programmes developed for higher education systems and institutions in East Africa”.
